As for installing stuff in the Application Installer from the CLI, look at app-installer-tool:

~ $ app-installer-tool -h
usage: app-installer-tool list
       app-installer-tool describe-file 
       app-installer-tool describe-package 
       app-installer-tool install 
       app-installer-tool remove 
       app-installer-tool get-dependencies</description>
